For works prepared under U.S. Government contract or by employees of a foreign government or its instrumentalities, HMP Communications, LLC recognizes that government's prior nonexclusive, royalty-free license to publish, translate, reproduce, use, or dispose of the published form of the work, or allow others to do so for noncommercial government purposes. Commercial use requires permission.
